Latest Results:
2024 General Election

The 2024 General Election results for Contra Costa County show a 62.41% voter turnout, with 451,172 ballots cast out of 722,861 registered voters.

As of today, about 84,000 ballots remain to be counted in the county. Final counts are due to the Secretary of State by Dec. 3, 2024, with certification by Dec. 13th.

Click “Read More” below to view unofficial results, including state propositions, congressional races, and local government seats.

Notable propositions that passed include Prop 2 (bonds for school facilities), Prop 4 (bonds for climate risks), and Prop 35 (permanent Medi-Cal funding). Meanwhile, some that failed include Prop 5 (affordable housing bonds), Prop 32 (minimum wage increase), and Prop 33 (local rent control).

California Housing Affordability Improves
from Previous Quarter and Year

Slower home price growth and more favorable interest rates in third-quarter 2024 buoyed California’s housing affordability from both the previous quarter and a year ago, according to C.A.R.’s Q3 California Housing Affordability Index.

Sixteen percent of California households could afford to purchase the $880,250 median-priced home in the third quarter of 2024, up from 14 percent in second-quarter 2024 and up from 15 percent in third-quarter 2023.

A minimum annual income of $220,800 was needed to make monthly payments of $5,520, including principal, interest and taxes on a 30-year fixed-rate mortgage at a 6.63 percent interest rate.

Twenty-five percent of home buyers were able to purchase the $670,000 median-priced condo or townhome. A minimum annual income of $168,000 was required to make a monthly payment of $4,200.

Judge Approves Gibson Commission Lawsuit Settlements

Judge Stephen Bough last week granted final approval for nine settlements involving Compass, Douglas Elliman, The Real Brokerage, @properties, Redfin, Realty ONE Group, Engel & Völkers, HomeSmart and United Real Estate. The companies will pay $110 million collectively.

Known as the Gibson case filed in U.S. District Court for the Western District of Missouri, the suit targeted NAR’s Participation Rule, which requires listing brokers to make an offer of compensation to buyer brokers in order to submit a listing to a REALTOR®-affiliated MLS.

The court granted preliminary approval of settlements in April, finding the proposed settlements “fair, reasonable and adequate.”

California Market Update

While Americans are heading to the polls to vote for the next President, state and local representatives, and a range of crucial local issues, the economy remains strong. The Federal Reserve, meanwhile, is ready to cut rates for the second time this year during their upcoming November FOMC meeting. Mortgage rates, after last week’s surge, stabilized while remaining above 7%. As a result, mortgage applications trended downward. The October jobs report was a mixed bag, with low job creation and significant data issues; other positive economic indicators meant the market did not react strongly to the weak report.

The labor market slowed more than expected in October, with the economy only adding 12,000 new jobs, after three months through September when the economy added an average of 148,000 jobs a month. The low figure is largely due to distortions in the data due to weather events, the now-resolved port strike, and the Boeing strike. Also balancing the low figure…

Association-created Forms Protect
Consumers and Members

Last week, Inman published an opinion piece by a real estate coach criticizing forms created by associations, though it did not directly reference California Association of REALTORS®’s (C.A.R.) forms. In light of the concerns raised, C.A.R. felt it necessary to address the value and reliability of state Association-created forms.

C.A.R. President Melanie Barker submitted a response to the article, stating:

“Recently, an opinion piece written by a real estate coach about the dangers of using trade association-created forms appeared on the Inman website. Though clearly presented as opinion, this article is full of speculative alarm-inducing statements about what constitutes improper legal practice by someone who is not an attorney, let alone an attorney who specializes in antitrust. Though the article points to clauses in several states’ forms (not California’s), it fails to explain how they harm consumers. Mostly, the author speculates that the existence of similar language in forms from various state associations “suggest a dangerous level of collusion between real estate companies.” This statement and others like it are strewn throughout an article high on inflammatory conjecture and low on fact. We believe it’s important to focus on facts…”
