The Disaster Relief Fund provides grants for REALTORS®, employees of REALTORS® and association staff who have experienced property damage and/or loss due to wildfires, or suffered from a recent natural disaster. NAR CALL FOR ACTION: Protect Independent Contractor Status
The National Association of REALTORS® has launched a CALL FOR ACTION asking Members of Congress to cosponsor H.R. 5419 the Direct Seller and Real Estate Agent Harmonization Act, to ensure real estate agents maintain their independent contractor status under the Fair Labor Standards Act (FLSA).
In California, 85% of real estate agents choose to do business as independent contractors. CCAR has posted new MLS Rules & Regulations which will be effective August 12, 2024. These system changes reflect the work of the CCAR MLS Management Group (MMG) which has spent the last few months reviewing the rules in their entirety to ensure compliance with NAR and C.A.R. model MLS rules changes resulting from the NAR legal settlement. Ethics Advocates Your Most Valuable Resource in a Dispute
An Ethics Advocate (EA) is a no-cost resource available upon request, supporting complainants and respondents involved in disciplinary proceedings. Ethics Advocates, who are trained Professional Standards volunteers, assist parties throughout the process. They help with concise form preparation, gathering evidence, and can provide support during hearings if requested.
While EAs are not attorneys and cannot practice law, they aid parties in presenting their case effectively, including completing Complaint and Response Forms and identifying relevant evidence. EAs do not act as witnesses during hearings. Although individuals must attend hearings themselves, an EA offers valuable assistance before, during, and and after the hearing. It’s important to note that using an EA does not preclude parties from retaining their own legal representation if desired.

California Latest Market Update – July 29
The economy expanded at a faster pace than expected in Q2, but the latest growth rate could be the highest we will see in the next few quarters. There are signs in recent months that suggest consumers are increasingly tapped out and could pull back further in coming months. An economic slowdown, however, is not necessarily bad news for the housing market. Mortgage rates, in fact, started this week at six-month lows, as the market has become more convinced that the Fed’s rate cuts will begin in September. Home sales should begin to bounce back and improve more consistently in Q3 and Q4.
US economy surprises with strong growth pace in second quarter: After dropping to the slowest growth pace in Q1 2024 since mid-2022, the U.S. economy bounced back with a stronger-than expected growth rate in the Q2 as consumer spending expanded at a faster clip and business investment continued to

The Contra Costa Association of REALTORS® Helping Hands Fund provides personal assistance to CCAR members and their immediate families, to individual non-members of the community, and to qualified charitable organizations that have programs consistent with the mission of CCAR. CCAR Helping Hands believes it is important for the Association to support the community that keeps its members working.
Eligibility Criteria
- Qualified CCAR members and/or immediate family known to be in need due to financial hardship, illness or catastrophic events;
- Qualified charitable organizations;
- Qualified non-members of the community known to be in need to to financial hardship, illness or catastrophic events.

CCAR Lends a Helping Hand to Disaster Victims
CCAR’s Helping Hands Committee has donated $5,000 to the National REALTOR® RELIEF FOUNDATION (RRF) in support of its 2024 efforts to provide housing relief to victims of hurricanes, floods, wildfires and other disasters.
RRF is a 501(c)(3) nonprofit that provides financial housing assistance to the public following catastrophic disasters. The foundation has donated more than $37 million in aid helping tens of thousands of families across the country.
Every dollar donated goes directly to victims of disasters. The National Association of REALTORS® is pleased to cover 100% of administrative expenses.

New CCRE Report: Unlocking Potential
in the Bay Area Housing Market
The Center for California Real Estate (CCRE) has released a new report titled “Unlocking Potential: Tackling the Bay Area’s Housing Supply Challenge.” The Bay Area faces a critical shortage of housing that is driving up prices. This report outlines a summary from a panel of experts, convened by the Center for California Real Estate (CCRE), discussing the barriers to increasing housing supply and proposing solutions to address these challenges. The panel focused on the urgent need for regulatory reform, innovative financing models, and a cultural shift in public opinion to support housing initiatives.
CCRE panelists examined a range of issues, including restrictive zoning laws, high construction costs, and the discretionary nature of issuing permits. The discussion emphasized the need for a comprehensive approach that integrates policy reform, community engagement, and targeted investments to create a more dynamic and inclusive housing market in the Bay Area.
